A Brief History
In the early 1990’s, leaders of the Canim Lake Indian Band, Canoe Creek Indian Band, Soda Creek Indian Band, and Williams Lake Indian Band, decided to enter the B.C. Treaty Process through the Cariboo Tribal Council as a single First Nation known as Northern Secwepemc te Qelmucw (“NStQ”).
Here are some of the negotiation milestones so far:
- January 6, 1994:NStQ files its Statement of Intent.
- April 24, 1996:The NStQ table is declared ready to negotiate a Framework Agreement.
- December 10, 1997: NStQ, B.C. and Canada sign a Framework Agreement and begin negotiating an Agreement-in-Principle.
Status of the B.C. Treaty Process
112 of B.C.’s 197 First Nations are involved in the B.C. Treaty Process. They represent about 60% of the total First Nations population in the province.
Most First Nations, such as the Northern Secwepemc te Qelmucw (“NStQ”), are at Stage 4 of the process, “Negotiating an Agreement-in-Principle”.
As of March 2004, three First Nations have signed Agreements-in-Principle. These are:
- Maanulth
- Lheidli T'enneh
- Sliammon
In addition, the Snuneymuxw First Nation and Tsawwassen have released draft AIP's.
